A third way for net neutrality

Net neutrality is of worldwide relevance, though this is sometimes not understood. The French communications minister reportedly argued that it is not an issue in Europe because there broadband is more plentiful. But actually, the problem is more acute in countries where there is only one serious avenue for broadband - the telecom pipe - without a well-developed cable broadband system, which is the case in many of the larger European countries, as well as Japan, and in the developing world.
