In its October 23rd edition, The Economist cites the pioneering research by Daniel Keum and Stephan Meier of Columbia Business School, which finds that expansions in unemployment-insurance benefits can inadvertently increase layoffs by reducing the moral cost firms associate with dismissing workers. Their study reveals a complex trade-off for policy-makers: benefits may safeguard individuals but also loosen firms’ resistance to downsizing.
