Lorenzo Pupillo
Lorenzo Pupillo is an Associate Senior Research Fellow at CEPS and Head of the Cybersecurity@CEPS Initiative, where he provides strategic leadership in shaping European cybersecurity and digital policy debates. An ICT and digital economy specialist with over 30 years of experience, he has played a leading role in bridging technology, economics, and public policy at the European and global levels.
Prior to joining CEPS, he served as Executive Director in the Public & Regulatory Affairs Unit of Telecom Italia, where he led the development of the company’s global public policy positions on internet governance, cybersecurity, and next-generation networks, engaging extensively with governments, regulators, and international institutions.
At CEPS, he has spearheaded cybersecurity policy research for the European Commission and the private sector, contributing directly to major EU regulatory initiatives. His work includes impact assessments for the revision of the NIS2 Directive, the Cyber Resilience Act, and a landmark study on the cybersecurity of ICT products, helping to inform EU legislative and policy decisions. He also advises the World Bank’s Global Information and Communication Technologies Department on digital and cybersecurity policy.
Earlier in his career, he was a member of the technical staff at AT&T Bell Laboratories in Murray Hill, New Jersey, and served as a senior economist for governmental institutions, combining technical expertise with economic and regulatory analysis. He is anaffiliated researcher at the Columbia Institute for Tele-Information at Columbia Business School in New York and an adjunct professor of Digital Economy and Policy at LUISS University in Rome and at the University of Urbino.
He holds a PhD and an MA from the University of Pennsylvania, an MBA from the Istituto Adriano Olivetti in Ancona, Italy, and an MS in Mathematics from the University of Rome, La Sapienza.
