Our Fellows speaker, December 2 at Noon (EST) was CITI Fellow Roslyn Layton. Her topic was "The Universal Service Fund." The annual $9 billion federal broadband subsidy program has been largely untouched for 25 years and is now subject to a Supreme Court challenge. Without reform it is on track to be bankrupt before the end of the decade. Roslyn reviewed the workings of the Congressional USF Working Group and proposals for reform.
