Our guest, January 9 was Jean-Jacques Sahel, Asia-Pacific Information policy lead and Global telecom policy lead at Google. His topic was "Fair share: here we go again (?)"
"Ten years after the European Telecommunications Network Operators' Association proposed the "sending party network pays'" model for the Internet, the European telecom group has been making the same calls, with almost the same arguments. The European commission is due to consult on the matter in early 2023. Discussions for legislation to make US tech companies pay a "network usage fee" to Korean telecom operators are also underway. This comes coincidentally about 20 years after the term "net neutrality" came into the public discourse.
Are we going to be forever stuck in a cyclical wave of spats between different layers of the ecosystem? Can we find a way forward that will be '"air" to all actors in the ecosystem? And... Do we actually need to?"
