Bulgan is an MPA student at the School of International and Public Affairs (SIPA), concentrating in energy, environmental finance, and quantitative analysis. As a fellow, Bulgan worked with Morgan Stanley Investment Management (MSIM)’s Sustainability team, where she helped create a decarbonization roadmap methodology for fixed income portfolios to achieve Morgan Stanley’s net-zero financed emissions commitment. She studied various decarbonization pathways and investment metrics to develop scenario analyses for specific investment portfolios to create a methodology that can inform the investment decision making process. She also worked with MSIM investment teams to gather data to advance MSIM ESG integration content for client stewardship. The fellowship program enabled her to learn how Morgan Stanley’s investment teams are integrating sustainability into their businesses, and where opportunities and challenges exist to further incorporate sustainable investing.
Bulgan has six years of professional experience working in the finance services industry and has woven her career around capital raising from international markets for infrastructure developments in Mongolia. She closely worked with various development finance institutions (DFIs), including the International Finance Corporation (IFC), the Asian Development Bank (ADB), and the European Bank for Reconstruction and Development (EBRD) to facilitate on-lending, syndicated and project financing schemes, and managed a $30 million loan portfolio targeting SMEs and women entrepreneurs. Bulgan was instrumental in developing the sustainable finance business at Golomt Bank, the second largest bank in Mongolia, by creating a strategy to integrate sustainability into the bank’s financing and operations, and leading the bank’s efforts as a co-creator of the UNEP FI’s Principles for Responsible Banking.
Bulgan served as a consultant at CI3, Columbia Impact Investing Initiative. She is a founding member of the Mongolia Chapter of Lean IN, a nonprofit established in 2015 to serve as a platform of empowerment, growth, and sharing for women in Mongolia pursuing positive changes, careers, and development in their lives. Bulgan is a founder and organizer of Pentorship - Cross Cultural Mentorship Program, which assisted over 70 high school students from rural areas in Mongolia to connect and network with young professionals in the United States. Bulgan earned a bachelor of science with a focus in finance and investment at University of Minnesota’s Carlson School of Management.
